Transcription
MINUTES of Meeting held 22nd December 1949 at the Boardroom of the Synagogue.  

PRESENT
Mr. C. Epstein in the chair, Mrs. Frank, Messrs Hayes, Seidel, Graetzer, H. Jacob, Fixel.  Mr. Ben Green Vicepresident of the V.J.B.D. and Mr. Rubens during part of the meeting.

Mr. Epstein welcomed Mr. Green and expressed how helpful he had been to the board of the H.H.C.

Minutes of the previous meeting
Minutes of the meeting held on the 18th July 1949 and 16 Nov were read and confirmed.   Moved by Mr. C. Epstein, seconded by Mr. N. Seidel.  SIGNED BY MR EPSTEIN

Minutes of meeting, held the 16th November, 1949 were read and after certain amendments were made, were confirmed.  These amendments were to the effect that an unofficial meeting which was held at the residence of Mr. H. Jacob on the 17th September, in the presence of Messrs. Epstein, Seidel, Hayes, H. Jacob Chase , and which had decided on the appointment of Mr. Ruben was confirmed, and the details of this unofficial meeting were included in the minutes of the meeting held 16th November.  Moved by Mr. Jacob, seconded Mr. Seidel.

Matters arising out of the minutes:
1) Mr. Ruben be appointed not as Reader and Teacher but as "Minister".    This alteration was made necessary as in the letter of 12th December addressed to Mr. Ruben which confirmed his appointment it is stated that he be appointed as "Minister".

2) Time of Service on Friday: Mr. Epstein explained that as attendance at 8 p.m on Friday nights was quite satisfactory, he had therefore requested Mr. Ruben to keep to this time of Service until further notice.

Mr. Epstein read the letter which has been sent to Mr. Ruben, appointing him as Minister for the year 5710: - 12th Dec. 1949.

Appointment of Mr. Ruben

Dear Rev. Ruben,

    I am pleased to advise you that I have been instructed by the Board of the Hobart Hebrew Congregation to confirm your appointment as Minister for this Congregation for the period of one Jewish year, namely 5710.

    The salary is £3-0-0 per week, payable weekly on Thursdays, and after one year of engagement a 2 weeks holiday is due.

    Regarding notice of termination of appointment, the following procedure is to be adopted: Notice of termination of appointment the following procedure it to be adopted: Notice of termination must be given 30 days prior to Rosh Hashanah 5711, if this is not done the engagement shall continue until such time as either party gives three months notice.

    Your duties comprise the holding of Services at the Synagogue and religious tuition to all Jewish children in such a manner as from time to time directed by the Board of the Hobart Hebrew Congregation or by such persons as are delegated by the Board to do so, so that this Congregation acts in line with the large traditional Mainland Synagogues

    The Board further requests you to exercise a certain reserve and discretion regarding public relations, and if you deem it absolutely necessary to make official contacts, to discuss such steps beforehand with the members of the Board, so that subsequent disappointments are avoided.

    I trust that the foregoing covers all necessary points, and meets with your approval, and I would be glad to have your written confirmation of this letter,

Mr. Ruben accepted the conditions and terms of this letter at the Meeting.

Correspondence regarding Subsidy
The President tabled a letter, dated 6th Dec, received from the Congregational Committee, requesting that a member of the Board comes to Melbourne to discuss with Cong. Ctee. the question of subsidy.

Mr. Jacob tabled a letter he had privately received from Mr. Leo Slutzkin, and the following points were discussed:-

    "Notices in the Liberal Synagogue's Paper welcoming the Hobart Hebrew Congregation as a member of the Liberal movement."
    
    This notice had neither been authorised by any member of the Board, not by Mr. Ruben, and Mr. Green was requested to see to it that a suitable notice be inserted in the Liberal Paper stating that the Hobart community has always followed traditional lines and continues to do so.

    "Kashrut Laws".  Mr. Ruben expressed his willingness to observe the Sabbath and Kashrut laws as generally practised by the Ministers of other traditional Synagogues in Australia.

    "Syllabus of Education".  The Board is prepared to accept a syllabus as laid down by the Headmaster of Mt. Scopus College, having regard to the special conditions existing in Hobart.

    "Beth Din".  Religious Services in Hobart have been conducted on traditional lines, and the Board will gladly accept guidance from the Congregational Committee, or from a suitably appointed subcommittee.  Regarding performance of weddings, the Board is prepared to accept the rulings of the Beth Din, appointed byt he Cong. Ctee, and no proselytes will be made, unless approved by above appointed Beth Din.

    Mr. L. Hayes stated that whilst in Melbourne sometime in March 1949, he had discussions with 2 or 3 members of the Congr. Ctee about the subsidy in general.  Mr. Hayes was not aware that Mr. Ruben would not be acceptable to the Cong. Ctee, the more so as at that time Mr. Link was envisaged for the positions.  Consequently anything said about Mr. Ruben was regarded by Mr. Hayes as insignificant for the Cong. Ctee and the Board of the Hobart Hebrew Congregational, and he did not consider it necessary to advise the Board about it.

A letter embodying the above points is to be sent to the Congregational Committee, with the request to speed up payment of the subsidy.

The meeting then closed.
